Vistry and Latimer receive planning approval for 216 new homes at Ashmere in Kent
Vistry Group (Vistry), the UK’s leading provider of mixed-tenure homes, and Latimer, the development arm of Clarion Housing Group, the UK’s largest affordable housing provider, have received planning consent from Ebbsfleet Development Corporation for Phase 3 of its Ashmere development in Ebbsfleet Garden City. This phase will deliver 216 new homes as part of the wider vision for a vibrant new community of 2,600 mixed-tenure homes in north Kent.
The homes will be delivered under Vistry’s Countryside Homes brand and will comprise a mix of 162 private homes and 54 affordable homes (25%). This phase will be the first fossil fuel free phase at Ashmere, with the use of Air Source Heat Pumps rather than gas boilers to improve carbon efficiency.
Phase 3 is located adjacent to what will become the Village Centre, which is being delivered separately by landowner Henley Camland and will include a local park, as well as shops and community amenities. Work on Phase 3 is expected to begin later this year, with completions due from late 2026.
This third phase builds on the progress so far at Ashmere, with 281 homes in Phase 1 delivered to their new residents and the 235 new homes in Phase 2 currently under construction and due for completion in early 2026. One- and two-bedroom apartments and three- and four-bedroom houses in Phase 2 are currently available for open market sale, with prices starting from £255,000.
All of these phases are delivering 25% affordable housing, in keeping with the principles of the masterplan, as well as green spaces, landscaping and play areas in keeping with the garden city concept, promoting a healthy, safe and sustainable lifestyle for residents.
Brendan Evans, Managing Director at Vistry Group Kent, said: “Securing approval for our Phase 3 plans is an important step forward in our continued delivery of new homes at Ashmere. This phase builds on the design principles established through earlier stages, incorporating local character while introducing thoughtful design updates that reflect how people want to live today. With Phase 1 complete and Phase 2 nearing build completion, Phase 3 will maintain this momentum at one of Kent’s most exciting new places to live.”
Richard Cook, Chief Development Officer at Clarion Housing Group, said: “We are proud to be working in partnership with Vistry Group to deliver high-quality, energy-efficient homes at Ashmere. This next phase continues our shared ambition to create a sustainable and inclusive community at the heart of Ebbsfleet Garden City, offering affordable housing options alongside excellent local amenities.”
Expected to be fully complete in 2040, Ashmere is being delivered in partnership with Clarion Housing Group and in collaboration with landowner Henley Camland. Vistry is also working with Ebbsfleet Development Corporation to deliver their vision for the Garden City.
With excellent road connectivity and the HS1 to London St Pancras only taking 17 minutes from Ebbsfleet International station, Ashmere is exceptionally well connected both locally and nationally, making it the perfect place to live for commuters. A fast-track bus route will link the development to Bluewater Shopping Centre and Ebbsfleet International train station.
