Final phase of 911-home Fresh Wharf regeneration scheme reaches highest point
The joint venture between Vistry, through its Countryside Partnerships brand, and Notting Hill Developments has hit a major milestone in their transformative Fresh Wharf regeneration project in East London by ‘topping out’ the final phase of the 911-home development, which will deliver 303 new homes, including 285 homes for social rent.
To mark the occasion, a topping out ceremony was held by delivery partners Vistry and Notting Hill Developments, alongside Barking and Dagenham Council and the site’s landowner, the GLA. This second phase of the project will deliver 303 new homes when it fully completes in 2027, of which 285 will be handed over to Notting Hill Genesis for social rent affordable housing, with the remaining 18 homes for private sale through Countryside Homes.
Fresh Wharf spans a 10-acre site along the River Roding near Barking town centre, transforming previously underutilised industrial land into a thriving residential community. The first phase of Fresh Wharf has been completed, delivering 608 homes, as well as Drydock Square, new landscaped public plaza with riverside cafes, shops, and restaurants, along with a new nursery. Additional green space has been created through a new central park with lawns, seating and picnic areas, whilst the walkway alongside the River Roding has been enhanced through new reed beds and landscaping, including historic information boards about the area’s heritage.
Kevin Delve, Managing Director of Vistry East London, said: “Topping out this final phase marks a major step in completing the transformation of Fresh Wharf into a thriving riverside neighbourhood. By delivering almost 300 affordable homes in this phase alone, we’re helping to meet a clear local need while building on the success of the first phase, which has already brought new public spaces, amenities, and connectivity to the area. This milestone reflects the strength of our partnership with Notting Hill Genesis and the collective drive to unlock the potential of this historic waterside site for the Barking community.”
Matthew Cornwall-Jones, Chief Homes Officer at Notting Hill Genesis, said: “This topping out marks a major milestone for Fresh Wharf Phase 2, which will deliver 285 much‑needed affordable homes for Barking and Dagenham. Made possible through GLA funding and delivered in partnership with Vistry, this development reflects our shared commitment to creating high‑quality, genuinely affordable homes. Fresh Wharf is fast becoming a vibrant riverside neighbourhood, and today brings us one step closer to welcoming new residents into this growing community.”
Barry Coughlan, Head of Development Services and Planning at Be First, added: “Great to see this milestone towards the delivery of 285 new affordable homes reached here at the Fresh Wharf, a development that demonstrates the benefits of partnership working here in Barking and Dagenham. With GLA support and the commitment of Vistry East London and Notting Hill Genesis, this waterside location is maturing into an exciting new neighbourhood, providing housing, the greening of public spaces, new amenities, and improved routes for walking and connecting to Barking town centre.”
