Vistry and Latimer secure land for 228 new homes at Ashmere, Ebbsfleet Garden City, alongside PRS sales
Vistry, the UK’s leading provider of mixed‑tenure homes, and Latimer, the development arm of Clarion Housing Group, the UK’s largest affordable housing provider, have completed the land purchase for Phase 4 (Parcel 10) of the Ashmere development in Ebbsfleet Garden City. The phase will deliver 228 new mixed-tenure homes, including 57 affordable homes to be managed by Clarion Housing Group, as part of the wider vision for a vibrant new community of 2,600 homes in North Kent. Vistry has also completed 77 homes with contracts exchanged on a further 34 homes.
480 homes in a mix of private and affordable tenures have been delivered so far across Phases 1 and 2 of the development, forming part of a wider vision to deliver new homes alongside schools, shops, green spaces, and sustainable transport links. Inspired by the UK’s garden city heritage, Ashmere offers a modern interpretation of village living, with a strong emphasis on local character and environmental integration.
Phase 4 will deliver a balanced mix of tenures designed to meet local housing need. Of the 228 homes, 57 will be delivered as affordable housing for Clarion Housing Group, with a further 57 homes secured through forward sale agreements for PRS. The remaining homes will be available for private sale.
Construction on Phase 4 is expected to commence in January 2027, with the first homes anticipated to be handed over a year later in summer 2028. The new homes will be set within a carefully designed landscape-led environment, located adjacent to the proposed lake and neighbourhood green, giving residents direct access to high-quality public open space, walking routes and future recreational areas.
Vistry and Latimer have also completed the forward sale of 54 PRS homes on Phase 3 (Parcel 9) of the development. Alongside the 54 affordable homes sold to Clarion in March 2026, these agreements demonstrate the strength of demand for mixed‑tenure housing at Eastern Quarry and the role of early land acquisition and partnership working in accelerating delivery.
These milestones build on the progress so far at Ashmere with 281 homes in Phase 1 delivered to their new residents, while the 235 homes in Phase 2 are on track for completion in winter 2026. Phase 3 started on site in March 2026 and will deliver a further 216 homes. One- and two-bedroom apartments and three-and four-bedroom houses in Phase 2 are currently available for open market sale, with prices starting from £255,000.
All of these phases are delivering 25% affordable housing, in keeping with the principles of the masterplan, as well as green spaces, landscaping and play areas in keeping with the garden city concept, promoting a healthy, safe and sustainable lifestyle for residents.

Expected to be fully complete in 2040, Ashmere is being delivered in partnership with Clarion Housing Group and in collaboration with landowner Henley Camland. Vistry is also working with Ebbsfleet Development Corporation to deliver their vision for the Garden City.
With excellent road connectivity and the HS1 to London St Pancras only taking 17 minutes from Ebbsfleet International station, Ashmere is exceptionally well connected both locally and nationally, making it the perfect place to live for commuters. A fast-track bus route will link the development to Bluewater Shopping Centre and Ebbsfleet International train station.
